SSAB Policy and Procedures

In May 2018, the Surrey Safeguarding Adults Board updated its policies and procedures. This is now one document which sets the standard expected by the safeguarding adults board for all partners involved in safeguarding adults in Surrey.

The policy and procedure aim to be easy-to-use and provide clear, concise and consistent information on the actions required when safeguarding adults in Surrey.

The document is based on the Care Act 2014 and the Care and Support Statutory Guidance, they do not duplicate these but instead provide guidance on how these should be implemented and followed locally. The policy and procedure highlights best practice and includes learning from safeguarding adults reviews, however there is also recognition that there cannot be a ‘one-size-fits-all’ approach to safeguarding.

Putting in to practice the Local Government Association’s “Understanding what constitutes a safeguarding concern and how to support effective outcomes” guidance locally.

Making Good Referrals of Adult Safeguarding Concerns in Surrey


Occasionally situations arise when workers within one agency feel that the actions, inaction or decisions of another agency do not adequately safeguard an adult with care and support needs. The purpose of this protocol is to ensure that in such situations issues between agencies are resolved in a timely manner. 

SSAB Inter-Agency Escalation Policy

The SSAB Safeguarding Adults Review (SAR) procedure has been developed by the SSAB to support the effective identification of and response to SARs within Surrey in order to ensure the Safeguarding Adults Board is discharging its statutory duty. This procedure aims to ensure that there is a consistent approach to the process and practice in undertaking Safeguarding Adult Reviews that follows both statutory guidance and local policy.

A guidance document to support the design and development of safeguarding adult policies and procedures at an organisational level.

A list of other policies Policy Expectations which it is expected organisations will have in place to support their practice in safeguarding adults.

Please note that the policies and procedures below are not those produced by the SSAB. These has kindly been shared by partners organisations for use by Multi-agency organisations and may be used for guidance or as a template to assist other organisations as needed.

Surrey Police Partnership Intelligence

The primary objectives of policing are to; ‘Protect the Public’ and ‘Prevent & Detect Crime.’

This cannot be done without the help and information provided by the public. This information can be provided direct to a police officer/staff member, into the force through 101 or via Crime Stoppers. As a partner you also have the option to provide us with information through using the ‘Partnership Intelligence Form.’

They need your help as much as you need theirs to do their individual roles and achieve their collective objective of protecting the vulnerable. We all have a role to play and we need to be harvesting the intelligence you come across as part of your daily business. In conjunction with Sussex Police, Surrey has created:

Management of Patients with Dysphagia

This has kindly been shared by partners at the Royal Surrey Hospital Trust Safeguarding and Speech and language teams, as an example of a dysphagia policy and may be used as a template for other organisations as needed.

Use of this policy will need to be in conjunction with a dysphagia risk assessment and does not remove the need for these to be undertaken.
